为制订卫生工作的发展规划,近期内我们对全区十所乡镇卫生院开展了调研工作,在摸清家底的同时,发现了几个值得注意和急待解决的问题,现总结如下,以供参考。 一、存在问题 1、财政补偿不足 我区十所乡镇卫生院中有七所已下放给当地乡镇政府管理,三所未下放的中心卫生院,其差补经费由区财政划拨到卫生局,再由卫生局补助到单位;已被下放的七所卫生院的补助经费,则由区财政直接划给所在乡镇财政所,再由财政所补助到单位。
In order to formulate plans for the development of health work, we recently conducted surveys and investigations on the ten township and township hospitals in the region. We have found out several issues that are worthy of attention and are urgently needed to solve. They are summarized as follows: reference. I. Problems 1. Inadequate financial compensation Seven of the ten township health centers in our district have been decentralized to the local township government, and three central hospitals have not been decentralized. The subsidized funds are allocated by the district finance bureau to the health bureau. The subsidy to the unit is provided by the Health Bureau; the subsidy funds of the seven hospitals that have been decentralized are directly transferred from the district finance to the financial institutions of the township where they are financed, and then subsidized by the financial institute.
