中国入世,与其说企业入世,不如说政府入世。世贸组织的规则是针对政府制定的,也只有各成员政府才有权利履行。但从我国现实来看,目前最不适应入世环境的恰恰是政府。所以,入世是对中国政府的最大考验。它将加速政府在管理观念、职能配置、机构设立、运行方式等方面的重大改革,真正建设廉洁高效的行政管理体制,以适应经济全球化的要求。为此,本刊以“政府首先要入世”为题,约请专家学者进行专题笔谈,现按来稿先后刊载入下:
As China’s accession to the WTO is not so much that the enterprises enter the WTO, it is better for the government to join the WTO. WTO rules are formulated by the government and only the member governments have the right to perform. However, from the reality of our country, it is precisely the government that is currently the least suitable for the accession to the WTO. Therefore, joining the WTO is the biggest test for the Chinese government. It will speed up the government’s major reforms in management concepts, functional configuration, establishment of institutions and operation modes, and truly build an honest and efficient administrative management system so as to meet the requirements of economic globalization.
