冬季是城鄉物資交流的主要季節,過去每屆冬季,金融業都會把它當作一年中開展業務的“黄金時期”。今年冬季同樣是我們公私金融業發展業務的最重要時期,但情況則和過去根本不同了。目前城鄉物資交流是在新的基礎与新的條件下進行的。由於解放戰爭在大陸上已基本勝利結束,新的人民政權的建立,城鄉關係是建立在新的互助基礎上,是使城市與農村、工人與農民、工業與農業密切的聯結起來。而舊的城鄉關係則是帝國主義、官僚資產階級、封建地主與投機商人殘酷地剝削着廣大農民及千百萬的手工業生產者。由於貨幣穩定,工商業已進行了並進行着合理的調整,城鄉物資交流獲得了新的有利條件。貨幣機能增强,通過貨幣的交換即會大大發展起來。工商業的調整則將使城市與鄉村、工業與農業、工農業與商業、生產與運銷、地區與地區,逐漸達到平衡與互相適應的地步。從而使城鄉間達到互相服務、互相推動、共同發展,並逐步走向工業化。
