近几年来,邮电企业不同程度地存在“勒紧裤腰带”搞通信的现象,出现了外似充盈,内实虚弱的“浮肿”病。有的单位一方面反映通信能力低下,资金缺乏,设备破旧,再生产难以维持等问题,另一方面却又不适当地“紧缩开支”,该花的也不花,追逐“上缴利润”的增长。“浮肿”病貌似“提高了经济效益”,其实是在“拼设备”、“吃老本”。造成恶性循环,连琐反应,其后果是十分严重的。“浮肿”病是旧的管理体制的产物。传统邮电管理最突出的特点就是高度的集中统一,上级一杆子插到底,包揽一切,下级犹如待哺的乳燕,全部依赖上级,没有也发挥不了积极性。近二年推行的超利润分成的办法,看似调动了企业的积极性,却
