我局的话务量在盐城市一直位居前列,交换机总容量达十万门,因此,接通率的高低不仅影响到我局的通信质量指标,而且会直接影响到上级C_3局的通信质量指标,而作为上级局的盐城局规模庞大,有14个市话交换分局,187个农话交换点,为了提高通信指标,上级局从网路的结构、网路的安全性、网路的管理体制等大方向上进行了合理规划,要做到全网一盘棋,这其中C_4局自身的维护管理、技术水平如何在本地网维护中却起着举足轻重的作用.
