四川省人民政府剐省长韩邦彦在会上介绍四川省卫生改革情况时说: 四川省的卫生改革,根据党的十三大精神,按照全国卫生厅局长会议提出的“经费包干,调整政策,改革搞活,服务社会”的基本要求,以建立健全卫生事业自我发展、自我约束的双重机制,为人民群众提供更多更好的医疗卫生保健服务为重点,有计划、有步骤地进行,经过一年多的努力,取得了新的进展。在建立健全卫生事业发展机制方面,我们着重抓了调整不合理的医疗收费政策,完善医疗卫生机构的经营管理体制,将乡镇卫生院下放给乡镇政府领导管理,推行多种形式的医疗卫
