政府采购支持自主创新是政府增强国内企业自主创新能力的重要政策措施之一,该措施的顺利实施必然要求政府建立企业自主创新能力评价体系,以对不同企业的自主创新实力和潜力进行评价。本文基于企业自主创新能力与研发能力、生产能力和营销能力的关系,构建了基于政府采购支持自主创新目的的企业自主创新能力评价指标体系。
Government Procurement Supporting Independent Innovation is one of the important policies and measures for the government to enhance the capability of independent innovation of domestic enterprises. The smooth implementation of this measure will inevitably require the government to set up an evaluation system of independent innovation capability of enterprises to evaluate the independent innovation capability and potential of different enterprises. Based on the relationship between independent innovation ability of enterprises and R & D capability, production capacity and marketing ability, this paper constructs the evaluation index system of independent innovation capability of enterprises based on government procurement in support of independent innovation.
