第一条為适应城市建设与工商业发展的需要及城市郊区农业生产的特殊情况,根据中华人民共和国土地改革法第三十五条,特制定本条例。第二条凡适用本条例以进口郊区土地改革的大城市及决定建设的大工业区,由各大行政区人民政府(军政委员会)决定后公佈之。华北五省所属者由省人民政府决定后公佈之。凡适用本条例以进行土地改革的城市郊区范围,由市人民政府根据情况划定,呈报大行政区人民政府(军政委员会)批准后决定之。华北五省所属者由省人民政府批准后决定之。第三条地主在城市郊区的土地、耕畜、农具、多馀的粮食及其在农村中多馀的房屋,照土地改革法第二条规定予以没收。地主的其他財产不予没收。
Article 1 These Regulations are formulated in accordance with Article 35 of the Land Reform Law of the People’s Republic of China in order to meet the needs of urban construction and industrial and commercial development and the special circumstances of agricultural production in suburban areas of the People’s Republic of China. Article 2 Any large city that is subject to the provisions of this Regulation for the purpose of importing land for the suburban land reform and the large-scale industrial zone decided to be established shall be announced by the people’s government of the major administrative regions (military and political commissions) after its decision. The people of five provinces in North China are announced by the provincial people’s government. The scope of suburban areas in the cities to which this Ordinance applies for land reform shall be determined by the municipal people’s government according to the circumstances and submitted to the people’s government of the administrative area (military and political commissions) for approval. The five provinces of North China are approved by the provincial people’s government after the decision. Article 3 The landowners, farm animals, farm tools, surplus grain and their surplus houses in rural areas in the suburbs of cities shall be confiscated according to the provisions of Article 2 of the Land Reform Law. Other landowners’ property is not forfeited.
