The important speech by Comrade Jiang Zemin and the “Resolution on Strengthening the Construction of Socialist Spiritual Civilization if Serious Problems” (hereinafter referred to as “the resolution”) passed by the plenum are cross-century programmatic documents. Studying and understanding conscientiously the spirit of the “Resolution” is an important task now. The Resolution puts the construction of ideological and moral standards and the improvement of the ethical standards of the nation in a prominent position
