如何考评学术期刊,多年来一直是在借鉴海外制度的同时探寻更适宜国庆的本土化进程之中。此间,最不尽人意也是最不科学的问题,是非学术的市场商业化行为利益驱动的干扰,政出多门,莫衷一是,铜锈浸染,甚至衍生出种种令人蒙羞的龌龊,使学术和学术期刊的考评偏离了应有的公平公正轨道,失去了作为“公器”应有的本性和功能。同时,也就丧失了“积极办刊”的基本规范,这是学术和学术期刊界的不幸。《中国人文社会科学期刊综合评价指标体系》的试行,开始打破学术和学术期刊的考评中的利益链和不公平、不公正局面,和政出多门的局面,正在向科学化方向积极推进。
