目前,我国在经济、政治、文化以及社会各方面,正在进行着有历史意义的改革。这种改革,是全党全国的大事,也是全国各民族地区要抓的大事。改革,是我们党领导四化建设的一个极为重要的指导思想,而且要贯穿于四化建设的整个过程之中。改革的总方针,是从实际出发,全面而系统地改,坚决而有秩序地改。也就是说,一切战线,一切地区,一切部门,一切单位,都有改革的任务,都要破除陈旧的、妨碍四化建设的老框框、老套套、老作风,都要研究新情况,解决新问题,总结新经验,创立新章法。全党都要按中央确定的步骤,坚决而有秩序地进行。而衡量这种改革好与坏的标志,则是要看是否有利于建设有中国特色的社会主义;是否有利于国家的兴旺发达;是否有利于人民的富裕幸福。我们必须认识改革的极端重要性和紧迫性,在党中央的领导下,站在改革的前列,支持改革,参加改革。
At present, our country is carrying out historic reforms in the fields of economy, politics, culture and society. This reform is a major event for the entire party and the country as well as an important event to be grasped in various ethnic areas in the country. Reform is an extremely important guiding ideology for our party’s leadership of the four modernizations. It must also run through the entire process of the four modernizations. The general principle of reform is to proceed from reality, comprehensively and systematically, and change it resolutely and in an orderly manner. In other words, all fronts, all regions, all departments, and all units must have the task of reform. All the old fronts, old sets and old style that obstruct the four modernizations must be ruled out by studying new situations and resolving new problems. Problems, sum up new experiences, the creation of a new chapter of law. All the Party members must work in a resolute and orderly manner in accordance with the steps set by the Central Government. The measure of whether this reform is good or not is based on whether it is conducive to building socialism with Chinese characteristics, whether it will be conducive to the prosperity of the country and whether it will be beneficial to the well-being and prosperity of the people. We must recognize the extreme importance and urgency of the reform. Under the leadership of the Party Central Committee, we must be at the forefront of reform, support reform and participate in the reform.
