前几年,我县对县属企业改革后,由于均衡持股、产权不集中、国有集体股没有退出等原因,致使改制效果不明显。去年,我县以“三个有利于”为标准,进一步解放思想,积极推动企业产权制度改革向纵深发展,首批选择了10处企业,以拍卖出售、明晰产权为重点,以少数人持股的有限责任公司和个体私营企业为主要改制形式,加快了企业产权制度改革步伐,取得了良好成效。企业改制后,经营机制得到了有效转换,活
In the past few years, after reform of county-owned enterprises in our county, due to the reasons of balanced ownership, inconsistency of property rights, and lack of withdrawal of state-owned collective stocks, the effect of restructuring was not obvious. Last year, the county took “three benefits” as the standard, further emancipating the mind, and actively promoting the reform of the enterprise property rights system in order to develop in depth. The first batch of 10 companies were selected, focusing on auction sale, clarification of property rights, and a few people. The limited-liability companies and individual private enterprises that hold stocks are the main forms of restructuring, which has accelerated the pace of the reform of the property rights system and has achieved good results. After the restructuring of the enterprise, the operating mechanism has been effectively transformed and lived.
