陵川县九座水库启闸放水抗旱 (本刊讯)为了改变“旱陵川、十年就有九年干”的面貌,十几年来,山西省陵川县人民在社会主义总路线的光辉照耀下,先后建成了24座中小型水库,已有9座成龙配套。可是,这些水库从1958年以来一直没有很好地利用,主要是因为部分干部和群众存有严重的“悲观论”和“条件论”。
