随着中国“走出去”战略的实施，国内施工企业承揽了众多的境外工程，在获得机遇和发展的同时，也面临着风险与挑战，外汇汇率风险就是其中突出的风险之一，尤其是在美国金融危机、欧债危机、人民币升值等汇率的频繁变动下，给涉外工程的运营、物资采购、工程项目结算、融资和资金管理、资产负债等都带来了风险和威胁。
