党的十八届三中全会提出,积极稳妥实施“大部门制”。目前,从中央到地方,各级政府都在进行大部门制的探索改革,许多省市正在沿着这个方向进行机构整合。从党的十七大将“大部门制”列入改革议程表,到今天的稳步推进,“大部门制”改革已经成为转变政府职能、提高行政效能的重要抓手。从当前实践看,“大部门制”改革在优化政府结构、加强政策统筹方面发挥了重要功能,也起到了合理控制行政成本的作用,但不少地方改革有陷入将“大部门化”演变为简单的“小政府化”歧途的现象。这一
