实施西部大开发战略,是党中央高瞻远瞩、总揽全局、面向新世纪作出的重大决策,为我省的发展提供了千载难逢的历史机遇。能否抓住机遇,实现追赶型、跨越式发展,人才是关键。为进一步加强我省科技人才培养、使用、引进工作,现提出如下意见。一、指导思想和基本原则(一)指导思想:坚持以邓小平理论、党的基本路线和党的十五大精神为指导,紧紧围绕我省加快经济社会发展的总体目标,用改革的精神和市场的观念、系统的方法,建立与社会主义市场经济体制相适应的人才培养、使用、引进的新机制,以事业、感情和适当待遇留人,集聚和造就一支数量充足、素质优良、结构合理的优秀科技人才队伍,为西部大开发提供强有力的人才保障。(二)基本原则:坚持宏观管理与市场配置相结合,坚持用好现有人才与引进人才相结合,坚持统筹规划与分步实施相结合,坚持突出重点与全面推进相结合。二、统筹规划,加大高层次人才培养力度
