Why Put Forward to Building a Well-off Society in an All-round Way The goal and program of the 16th CPC National Congress for building a moderately prosperous society in all respects are a further enrichment and development of Comrade Deng Xiaoping’s theory of a well-off society and the three-pronged economic modernization strategy of realizing modernization. After more than 20 years of reform and development, profound social changes have taken place in China’s history. Four basic judgments can be made: 1. National economic strength
