看到这篇文章,心情很沉重。我们讲了多年政府职能转换,加入 WTO 之后,政府职能转换必须来真的,而且越快越好。政府对企业的管理必须从审批制逐步过渡到注册制,由政府直接干预企业改变为政府为企业服务。这个转变是巨大的。以政府职能转换和产权清晰为纽带的现代企业制度的建立和公司制改革是一个渐变过程,况且,一些歪嘴和尚念歪了真经。因为,每一次改革政策的出台,都为“某些人”创造了“商机”。于是,在政策的幌子下,一些人玩弄手中的权术,肆意歪曲篡改,政策不是用来遵守执行、造福于民,而是用来作为挡箭牌,为那些习惯于乱吃螃蟹的人谋了私利,由地方政府出面,个别人暗箱操作,来直接反复割让、贩卖企业,国有资产就在产权“明晰”的大旗下,堂而皇之地逃之夭夭了。唐僧肉还能吃多久,“万家乐”产权癌症爆发,这难道是没有结局的开始?无论它是黑洞也好,冰山一角也罢,它的爆发,给中国的资本市场上了“9·11”一课。是猛醒的时候了,加入 WTO,我们必须与国际规则接轨,这条如果做不到、做不好,那将必败无疑。

Because every time the reform policy was introduced, “some people” created “business opportunities.” Thus, under the guise of policy, some people played tricks in their hands and deliberately distort and falsify them. Policies are not used to obey and benefit the people. Instead, they are used as shields to help private people who are used to eating crabs indiscriminately. From the local government, some individuals obscured the operation and repeatedly cut and sell companies. The state-owned assets escaped from the “clear property” of property rights. How long can Tang Lun meat be eaten? The cancer of “Wanjiale” property rights erupts. Is this not the beginning of an ending? Whether it is a black hole or a tip of the iceberg, its outbreak has given China’s capital market a “9. 11” one lesson. It is time to wake up and join the WTO. We must be in line with international rules. If this can’t be done or it’s not done well, it will surely fail.
