减轻农民负担不仅是一个重要的经济问题,而且是一个严肃的政治问题。党中央、国务院对减轻农民负担极为重视,将其作为党在农村一项基本政策,作为农村工作的一项重大政治任务,先后发了一系列文件,作出了明确规定。最近,省委办公厅、省政府办公厅下发了《海南省2000年减轻农民负担工作意见》,就今年减轻农民负担工作做了具体的安排部署。我省各地各部门要认真学习贯彻《意见》精神,结合本地实际,采取有效的措施,加大工作力度,切实做好这项工作,保护农民的生产积极性,确保农村社会经济的稳定。首先,减轻农民负担,各级干部要增强群众观念。我们
Reducing the peasant burden is not only an important economic issue but also a serious political issue. The CPC Central Committee and the State Council attach great importance to alleviating the burden on peasants and have made it a clear-cut document that they have made a series of documents as a basic political party policy in rural areas and as a major political task in rural work. Recently, the General Office of the Provincial CPC Committee and the General Office of the Provincial Government issued the Opinions on Reducing the Peasants ’Burden in 2000 in Hainan Province, and made specific arrangements for reducing the peasants’ burden this year. All localities and departments at all levels in our province should conscientiously study and implement the spirit of “opinions”, take effective measures in light of local conditions, intensify their efforts and earnestly do a good job of this work to protect the peasants’ enthusiasm in production and ensure the social and economic stability in rural areas.
