城市公共交通是一个与人民群众生活息息相关的民生行业,也是一个最能体现城市发展管理水平的窗口行业.近年来,针对荆门城区公交阶段性发展中出现的经营成分多元结构而导致的线路重复交叉、运力难以调整、线路难以优化、行业矛盾日趋突出、市场监管难度加大、服务质量无法保障等群众反映的突出问题,荆门市行业主管部门改革城市公交经营体制,对4家公交企业的88台民营公交车全部实行了经营权和车辆所有权“两权合一”,由国有公交集团1家经营,整合了荆门城区公共交通资源,实现了城市公交由经营主体多元到国有独家经营的转变,使荆门城区公交客运迈入规范化发展通道.
