近来年,我们着力在影响和制约民主集中制贯彻落实的主要环节上狠下功夫,使党委班子形成坚强领导集体,保证了部队建设的正确方向,推动了各项工作落实。一、坚持制度规定,用严格的纪律保证民主集中制的贯彻落实。我们把坚持和健全民主集中制的有关制度、规定来规范党委工作,作为保证党的路线、方针、政策和军委的大政方针以及上级指示、决定贯彻落实的重要措施。一是强化制度建设,以制度保证民主集中制的贯彻执行。为了进一步贯彻党委议事程序,我们对常委会的准备,讨论的议题、程序,保密纪律及决定事项的贯彻执行等作了具体的规定;
