2005年6月国务院颁布实施《疫苗流通和预防接种管理条例》(《条例》),从疫苗流通和接种监管对卫生、药监部门进行职责分工。但在实施的过程中发现疫苗流通渠道多元化,条块分割、分段管理,缺乏统一的组织协调机构的工作方式,增加了疫苗流通和质量监管的难度。为加强管理,需要完善配套法规,加强部门之间沟通和配合,加大对疫苗流通和质量的监督执法力度,优先保障预防接种经费投入,保证免疫规划工作可持续发展。
In June 2005, the State Council promulgated the Regulations on the Management of Circulation and Vaccination of Vaccines (the “Regulations”) and divided the responsibilities of the departments of health and drug control from the vaccination and vaccination supervision. However, during the implementation process, diversification of vaccine distribution channels, fragmentation and segmented management of vaccine distribution channels were found, and the lack of a unified organization and coordination mechanism has increased the difficulty of vaccine circulation and quality control. In order to strengthen management, it is necessary to improve supporting laws and regulations, strengthen communication and coordination among departments, intensify supervision and law enforcement on vaccine circulation and quality, give priority to ensuring investment in vaccination funds and ensure the sustainable development of immunization planning.
