军事需求是轻武器发展的强大牵引力。未来高技术条件下局部战争对轻武器的基本需求是高技术化。由于战争强度将存在显著梯度,对轻武器的需求又是分层次的。高强度局部战争需要运用电子信息、激光、新材料等高技术研制单兵综合装备系统;中低强度战争不但需要运用上述高技术研制应急机动部队装备,还需要应用新制造技术提高兵器工业应变力和竞争力;政府同暴力团伙的武装冲突,需要研制适合警用特点的高效能的警用武器系列。
