(一九五一年十一月十四日在中南军政委员会第四次会议上的报告)邵式平主席、各位委员:对于邓副主席的报告我完全同意和拥护,并保证在我省坚决贯彻执行。我省半年来的施政工作业经一九五一年九月全省首届第二次各界人民代表会议审查作了总结,并已呈报钧会。现在谨就民主改革、农业生产与林业问题扼要报告如下:一、民主改革运动自接奉中南关于开展民主改革运动指示后,我省会召集专门会议详细讨论了民主改革,并根据中南城工会议的精神和指示,开展了民主改革试点工作。七月省总工会又召开了第三次执委扩大会,进一步确定了民主改革的方针、政策、范围、步骤和领导等问题。九月全省首届第二次各界人民代表会议,通过了民主改革为当前全省施政工作主要任务之一,认定民主改革是在城市与工矿企业中贯彻人民民主革命的斗争,是肃清帝国主义、官僚资本主义、封建主义在城市与工矿企业中的残余势力及其制度,进一步解放工人及其它劳动人民,扫除发展生产的障碍,巩固人民民主专政的严重步骤,因此,它不仅是工人阶级及其它劳动人民的任务,而且是各民主阶层人民群众的共同任务。

The administrative work in our province for the past six months was reviewed by the first session of the people’s congress of all walks of life in September 1951 in the province and was reported to Junhui. Now I would like to make a summary report on the issues of democratic reform, agricultural production and forestry as follows: I. Democratic Reform Movement Since the transfer of Central South China’s instructions on carrying out the democratic reform movement, our province will convene a special conference to discuss in detail the democratic reforms and, according to the Central and South Cities Conference Spirit and instructions, launched a pilot reform of democracy. In July, the Guangdong Provincial Federation of Trade Unions held the third enlarged meeting of the Executive Committee to further define the principles, policies, scope, steps and leadership of the democratic reform. In September, the first session of the people’s congress of all walks of life in the province passed the democratic reform as one of the major tasks for the present administration in the entire province. It held that democratic reform is the struggle for carrying out the people’s democratic revolution in cities and industrial and mining enterprises, Bureaucratic capitalism, the remnants of feudalism in cities and industrial and mining enterprises and their systems, the further emancipation of workers and other working people, the removal of obstacles to the development of production, and the serious steps in consolidating the people’s democratic dictatorship. Therefore, it is not only the working class and other The task of the working people is also the common task of the masses of the people in the democratic strata.
