1989年下半年以来,由于国内设备诊断工作的快速发展,并开始进入到应用数据采集器及计算机辅助设备诊断这个新的阶段,一些问题随之产生,需要交流与探讨,从而促成了中国机械工程学会设备维修学会于当年12月19～23日在天津召开的以“数据采集器及计算机辅助设备诊断研讨会”为中心内容的第五届诊断会议。当时。代表们认真研讨,集思广议,提出了一些确有指导意义的见解和建议。
