乡镇一级组织是党和国家联系群众的桥梁和纽带,也是国民经济尤其是县域经济发展的重要基础。乡镇经济能否搞上去,广大农民能否在本世纪末达到小康水平,关键在于乡镇组织有无动力和活力。而要真正启动乡镇组织的动力和活力,特别需要在引机制,转换职能上多做文章。我们商丘县作为河南省全面深化农村改革试验区和全国流通体制改革试验区,在近几年全面推进农村各项改革中,较好地解决了条块分割所产生的磨擦和矛盾,强化了乡镇管理职能,促进了农村经济的快速发展。但是,由于没有很好地解决机制问题,使乡镇工作人员内无动力和外无压力的问题并未得到
