1990年初不到两个月,中共阳原县县委就收到100多封上访信,其中70%是反映村级财务管理问题的。县委和县政府受到很大震动。如何才能走出财务管理混乱的困境?从保护农民利益,增强财务管理透明度这个思路出发,县委、县政府采取了果断措施。一、定人员、形成网络。县、乡、村三级都成立财务公开领导小组。县委确定主管经济工作的副书记负责,19个乡镇的领导小组下设办公室,负责业务指导和信息反馈。303个行政村,除建立相应的组织外,还成立了经民主推选,以党员、群众代表为主的600多个“财务公开监督小组”和“民主理财小组”。形成了县、乡、村三级配套,干部、党员、群众互相监督的财务公开网络。从而极大地调动了全民生财、聚财、理财的积极性,增强了群众的参与意识以及对干部的信任感。
