中国国际减灾十年委员会日前在北京召开了第五次全体会议,研究制定国家综合减灾规划——《中国减灾规划》。国务委员、中国国际减灾十年委员会主任李贵鲜出席会议并讲了话。 会议研究确定,《中国减灾规划》的指导思想是:充分考虑中国国情,与2000年的发展战略和目标相衔接;维护经济持续发展和社会稳定,最大限度地减轻自然灾害损失和人员伤亡。其主要原则是:
