随着我国改革开放的深化，全球经济一体化进程的加快，以及我国即将加入ＷＴＯ等变化，我国统计体系的改革进入了一个新阶段，面临着一系列需要研究解决的重大课题。解决这些问题，需要我们立足国情，总结实践经验，努力探索，也需要借鉴国外的经验。为此，经国务院领导批准，国家统计局聘请了国际著名的官方统计学家、国际货币基金组织统计局局长卡森女士和世界著名经济学家、美国斯坦福大学教授刘遵义为我局的国际统计顾问。为了加强国际统计顾问工作和充分发挥国际统计顾问的作用，现将卡森女士 ２０００年 ６月对国家统计局业务骨干的首次演讲（纲要）刊载，以餍读者。
With the deepening of China’s reform and opening up, the acceleration of global economic integration and the forthcoming change of China’s accession to the WTO, the reform of China’s statistical system has entered a new phase and is facing a series of major issues that need to be studied and solved. To solve these problems, we need to base ourselves on our national conditions, sum up our practical experience, work hard to explore, and learn from the experience of other countries. To this end, approved by the leadership of the State Council, the National Bureau of Statistics hired the internationally renowned official statistician, Ms. Carson, Director of Statistics Department of International Monetary Fund, and world famous economist, Stanford University professor Liu Zunyi as the International Statistics Bureau consultant. In order to strengthen the work of international statistical advisers and give full play to the role of international statistical consultants, Ms. Carson is now presenting his first speech (Outline) to the backbone of the National Bureau of Statistics in June 2000 to readers.
