从中国经济高地起步,跻身世界经济中心,作为中国参与世界竞争最强大的经济选手,长江三角洲正迈向跨越式发展的第一步。 面对跨越式发展的重任,面对人们对长三角寄予的厚望,长三角做好了准备吗? 就长三角两省一市(江苏、浙江和上海)各自的经济发展表现而言,将之称为中国经济的三条龙并不为过。2002年,陆地面积只有全国的2.2％、人口数量只占全国10.6％的长三角地区,实现的国内生产总值占全国的20%、出口占全国的30%。与此同时,这里还是跨国公司投资首选之地。 但进入21世纪后,人们对长三角的期望,不单单是这两省一市各自的单兵突进,而是形成一种三龙共舞、协调推进的局面。 这对长三角区域经济一体化提出了很高的要求。人员、物资、信息、资金顺畅流动的平台还远远称不上平整,区域经济一体化进程任重道远。如何按照市场经济的运行规律,协调利益、调整标准、放宽权限、统一规则,边破边立,实行彻底的机制创新,建设良好的制度平台,变经济加法为乘法,是对地方政府的最大挑战。 建设这样的制度平台,也是推动整个中国市场一体化,推动整个中国经济管理体制转型所面临的迫切问题。 正因为如此,我们热切地关注长三角,关注其在区域经济合作中的一举一动,我们相信,这也就是在关注中国经济的未来。

How to coordinate the interests, adjust the standards, relax the authority, unify the rules, break through the rules and establish a thorough system innovation, establish a good system platform and change the economic addition to multiplication, which is the greatest challenge to the local government according to the operating law of the market economy . Building such a system platform is also an urgent issue facing the integration of the entire Chinese market and the transformation of the entire Chinese economic and management system.
