根据华东各地典型试验的经验,土地改革大体须经过下列步骤,即:『小心谨慎,创造典型』;『典型突破,逐步推跳』;『点面结合,全面展开』。全部过程,都是大刀阔斧和精细深入两种方式的结合;『带』、『推』、『跳』三种方法的结合。土地改革的每一步骤都是以典型乡的先行经验,结合各地具体情况,带领和推动后绩地区有阵地地前进,前一步骤为后一步骤准备好条件。这样做法既稳且快,不致『煑夹生饭』和『吃回头草』。其具体经验如下:
