目的:了解医务人员对于公立医院体制改革模式、运行机制、绩效管理等方面的心态、期望的认知情况。方法:以分层随机抽样选择9所公立医院998名医务人员开展问卷调查。结果:医务人员对于公立医院经营管理理念认同率居于前三位的依次为提高医疗质量、以病人为中心和提高社会效益,公立医院绩效管理影响因素位于前三位的为缺少资金、人才不足、职工收入分配制度不合理,对于当前推行的医院体制改革政策措施认同度较高,总体满意率达69.3%。结论:以公共医疗卫生理念、科学灵活的管理模式推进公立医院体制改革。
OBJECTIVE: To understand the medical staff’s cognition of the mentality and expectation of public hospital system reform model, operation mechanism and performance management. Methods: A total of 998 medical staffs from 9 public hospitals were selected by stratified random sampling to conduct a questionnaire survey. Results: The highest ranking among medical staffs in the public hospitals was the improvement of medical quality, patient-centeredness and social benefits. The top three factors influencing performance management of public hospitals were lack of funds and insufficient talents, The unreasonable income distribution system for staff and workers has a high degree of recognition of the current policy and measures for the reform of the hospital system, with an overall satisfaction rate of 69.3%. Conclusion: Public hospital system reform should be promoted with the concept of public health care and scientific and flexible management.
