Foreword According to the Law on Special Measures for Earthquake Disaster Prevention and Mitigation (“Earthquake Law”) enacted by Legislative Council of Members, Japan officially established the Headquarters of Earthquake Research and Research Promotion Headquarters (hereinafter referred to as “Promotion Headquarters”) in July 1995, . With the institutional adjustment of the ministries and agencies, from January 2001 onwards, the headquarters will be located in the Ministry of Education, Culture, Sports, Science and Technology and the chief minister will be the Minister of Education, Culture, Sports, Science and Technology.
