本文运用北京大学-武汉大学营商研究联合课题组最新构建的中国省份营商环境评价体系,从全国、华中地区、中部崛起战略区、长江经济带等四个观察和比较视角,对2017-2019年湖北营商环境状况及其演化进行了全面的量化分析,并基于三个层级的指标情况以及2020年10月1日正式实施的《湖北省优化营商环境办法》,系统地探讨了湖北省进一步优化营商环境所应选取具体政策方向.
