In the past, the Soviet Union had always taken the hearth as the center to develop steelmaking production. In 1960, the open hearth steel output of the Soviet Union accounted for 84.4% of the total steel output. Although the Soviets decided as early as 1962 on the development of oxygen converter production, the pace of development was very slow. By 1967, when the Soviet Union’s steel output exceeded the 100 millionth mark, the proportion of open hearth furnaces still accounted for 80%. Until now, the Soviet Union still has more than 300 open-hearth furnaces of 200-900 tons, with open hearth steel still accounting for about 54% of total steel output. Since the late 1950s, oxygen converter production has been extensively and rapidly developed in the rest of the world. The world
