畸形的人员年龄结构—1850名工作人员的平均年龄已超过42岁—是普朗克学会从迅速发展转向停滞不前的重要原因。重要的任务是鼓励老科学家更多地吸收新的观点和方法。在建立新的研究所或研究室时应重视地区布局问题,同时应保证建所方案的科学质量、应有杰出的科学家担负研究任务和研究所周围必须存在富于刺激的科研环境。提出的建所方案包括研究现代日本、情报学、地球生态、海洋生物学以及认识人类学等领域的研究所。在未来的岁月,学会的发展应主要是鼓励学会的现有研究所进行内部改革。联邦德国的基础研究费用在科学技术部的总预算中所占的比例已从1982年的26%提高到1987年的35%以上,但其增长速度却还大大落后于诸如空间研究等部门。虽说普朗克学会是基础研究的一个“卓越”机构,但它并未获得大大择优支持。担心过分依赖专项资助会威胁学会所一直坚持的独立自主科研原则。学会将一如既往地把保持科研质量和国际竞争力作为首要任务。为了自身的繁荣,科学必须获得公众的尊重和信任。

The important task is to encourage older scientists to absorb more new ideas and methods. The establishment of new research institutes or laboratories should pay attention to the issue of regional distribution. At the same time, the scientific quality of the programs of the institute should be guaranteed. There should be outstanding scientists responsible for the research tasks and the existence of stimulating research environment around the institute. The proposed establishment includes research institutes in the fields of modern Japan, information science, earth ecology, marine biology and understanding of anthropology. In the coming years, the development of the society should mainly be to encourage the Institute to carry out internal reforms in its existing institutes. The cost of basic research in the Federal Republic of Germany increased from 26% in 1982 to 35% in 1987 in the total budget of the Ministry of Science and Technology, but its rate of growth has lagged far behind other sectors such as space research. Although the Planck Institute is a “remarkable” institution of basic research, it does not receive much favoritism. Worried about over-reliance on special funding will threaten the principle of independent scientific research that the Institute has always adhered to.
