改革开放以来,在政府的重视和社会的大力支持下,武汉市儿童福利院的基础设施、院容院貌得到显著改善,服务职能、服务对象以及服务内容都发生了巨大变化。然而,随着社会的进步,体制性和制度性的障碍,越来越成为制约儿童福利院发展的不利因素。
Since the reform and opening up, with the government’s attention and the strong social support, the infrastructure, hospital facilities and appearance of Wuhan Children’s Welfare Institution have been significantly improved, and the service functions, clients and services have undergone tremendous changes. However, with the progress of society, institutional and institutional barriers have increasingly become a negative factor restricting the development of child welfare homes.
