On November 23, 2015, the State Council printed and issued Guiding Opinions on Leveraging New Leading Role of Consumer and Accelerating Nurturing a New Impetus for Forming New Supply. The Guiding Opinion includes a total of 24 measures, putting forward key areas and directions for consumer upgrading and opening up new areas for consumption . In strengthening infrastructure network support, the Opinion proposes to speed up the construction of a new generation of information infrastructure network, enhance the penetration rate of Internet Protocol Version 6 users and network access coverage, speed up the network speeding down charges and vigorously develop intelligent transportation. In nurturing and strengthening strategic emerging industries, the Opinion proposes to foster strategic emerging technologies such as the new generation of information technology
