去年以来,经济有了很大的发展,改革进一步深化,承包经营责任制也大大发展了。正是因为承包制有了大的发展,才增强了国家、企业和职工个人的承受能力,也就是说我们的“本钱”大了。可是,从这段时间的承包实践来看,还不能完全令人满意,各个方面的关系还没有完全理顺,承包制进一步发展,企业改革进一步深化,还存在着一些不尽合理的问题。最近,我找了一些青年厂长进行了一次座谈,他们讲得非常深刻。他们的反映归纳起来有三个问题:一是条件不落实,《企业法》上所规定的这些条件,合同里所订的条件都不落实,
Since last year, the economy has made great progress, the reform has been further deepened, and the responsibility system for contracting management has also greatly developed. It is precisely because of the great development of the contracting system that the personal capacity of the state, enterprises and employees is enhanced, which means that our “capital cost” is great. However, it is not entirely satisfactory from the contracting practice of this period of time. The relations among all parties have not been fully straightened out. The further development of the contract system and the further deepening of the enterprise reform still present some unreasonable issues. Recently, I asked some young directors to conduct a forum. They spoke very profoundly. Their reflections summed up three problems: First, the conditions are not fulfilled. The conditions stipulated in the “Enterprise Law” and the conditions stipulated in the contract are not fulfilled.
