加强民族法制建设,必须以人为本,坚持用科学发展观和人本法律观统领民族法制工作;必须不断加大立法力度,提高立法质量,建立和健全民族法律法规体系;必须深入开展民族法律法规宣传教育活动,不断提高维护和执行法律法规的自觉性;必须坚持依法行政,强化民族执法监督机制,维护法律法规的严肃性和权威性。这样,只有这样,才能用法律手段调整新时期民族关系,处理现阶段民族问题,把民族事务全面纳入宪法和法律范围,使民族工作逐步走上规范化、法制化轨道。
