随着退耕还林工程的实施及各项政策的落实,一些工程管护和工程质量问题相继出现。如:工程区距离人居环境越来越近,人畜活动频繁,火险等级显著升高,管护难度加大等问题的凸显,直接影响森林资源安全,影响退耕还林工程相关涉农政策的落实。笔者通过对近几年蔚县各乡村林业工程管护方面的经验,认为当前退耕还林工程管护要注意解决好五个问题:
