1995年11月1～5日,邮电部部数据通信局在北京召开了全国数据通信局长座谈会.各省(区、市)数据局局长(或数据通信主管部门领导)、各省会电信局局长、电总相关处室及设计、科研单位代表共80余人参加了会议.吴基传部长、周德强副部长分别出席了大会开幕式和闭幕式并作了重要讲话.办公厅徐善衍主任、电总张立贵局长、都为民副局长、倪翼丰副局长、科技司王占宁副司长、也出席了会议并分别作了讲话.
