中国电力投资集团公司总经理王炳华近日说,今年我国电价改革的重点,是保证从厂网分开到竞价上网这一过渡时期电价的平稳过渡。 王炳华在中电投集团2003年工作会议上说,今年电价改革的基本原则是,在稳定销售电价水平的前提下,保持发电企业、电网企业收入的基本稳定。 他说,按照电力体制改革的总体部署,电力工业今年将继续推进各项配套改革,在组建区域电网公司的基础上,积极稳妥地推进区域电力市场建设,建立电力市场运行规则和政府监管体系,逐步实行新的电价机制。
