从财政部获悉,整顿财经秩序、加强财经纪律、打击经济犯罪行为,是1996年财政部门的重要任务。1996年整顿财经秩序的工作将从加强财税监管、加快财税立法、强化执法监督检查三方面入手。一是健全规章制度,加强财税监管,规范单位和个人的经济行为。要特别加强增值税专用发票的管理、逐步建立覆盖全国的增值税专用发票的计算机交叉稽核制度。同时,加强出口退税、预算外资金和财政周转金的管理,并注意搞好财政内部监管。
