一、湖南省利用外资概况及作用 自从党的十一届三中全会确立了对外开放政策以来,湖南省按照“积极、合理、有效地利用外资”的方针,通过多渠道和各种灵活方式吸收了一定规模的外资来辅助湖南国民经济的发展。从1979年～1995年底,湖南省累计批准的利用外资项目4983个,利用外资协议金额54.79亿美元,实际利用外资32.78亿美元,具体构成情况见表一。
I. From 1979 to the end of 1995, 4983 foreign-funded projects were approved and approved by Hunan Province. The agreement on the use of foreign funds reached 5.479 billion U.S. dollars and the actually utilized foreign investment was 3.278 billion U.S. dollars. The specific composition is shown in Table 1.
