在中国未实施专利制度以前,科技成果往往通过评审会、鉴定会来评定其水平,评审、鉴定结果理所当然的成为评定各级各类奖项的依据。待评审通过,评奖结束之后,科技成果的开发应用则不被重视,要么被束之高阁,要么一家发明,全国可用,极大的挫伤了科研人员的积极性。如果在专利制度的基础上进行评奖,从已获得专利的成果中,挑选应用效果好,对发展经济贡献大的成果给予奖励会具有更加实在的意义。 随着社会主义市场经济的确立,我国的专利制度越来越健全,为科技成果走向市场铺展了一条公正、公平的竞争
