人才是关系党和国家事业发展的关键问题。加快推进现代化建设、全面建设小康社会需要数以亿计的高素质劳动者。青年技术工人是我国劳动者队伍的重要组成部分。开发和利用好青年技术工人人才资源,培养一大批适应现代企业生产经营需要的青年高技能人才是实施人才强国战略、推动经济社会发展的客观要求。为缓解当前我国青年高技能人才短缺状况,配合国家高技能人才培训工程的实施,引导和激励青年技术工人以市场需求为导向学习技术,提高技能水平,为企业改革发展作出新的更大的贡献,根据《中共中央国务院关于进一步加强人才工作的决定》要求,共青团中央、劳动和社会保障部、国务院国有资产监督管理委员会、国家知识产权局、中国科协决定在全国企业青年职工中联合实施“青工技能振兴计划”。

In order to alleviate the current shortage of highly skilled young people in our country and coordinate with the implementation of the national training program for high-skilled personnel, we should guide and motivate young skilled workers to learn skills in line with market demand, improve their skills and make new and greater contributions to the reform and development of enterprises According to the requirements of the Decision of the CPC Central Committee and the State Council on Further Strengthening the Work of Talents, the CYL Central Committee, the Ministry of Labor and Social Security, the State-owned Assets Supervision and Administration Commission of the State Council, the State Intellectual Property Office and the China Association for Science and Technology decided to jointly implement the “ ”Youth workers skills rejuvenation plan."
