淮安月季园位于楚秀园内东南部,西与动物园接壤,占地4.9公顷,是集生产、科研、观赏为一体的月季专类园。淮安月季,历史悠久,据清刘传绰(月季花谱)记载,淮安月季盛于清同治初年,淮扬间始广植之,奇葩异品,多系种出。陈植《观赏树木学》中记载.“月季之植,始于江苏清淮,而渐次播及大江南北”。在长期的栽培繁育中,淮安保存了较多的古老月季品种。1986年12月,经市人大审议通过,将淮安人民喜爱的传统名花——月季定为市花。1986年底,开始建设月季园,并广泛搜集和引进月季品种。
