中国共产党第十四届中央委员会第四次全体会议,于1994年9月25日至28日在北京举行。出席这次会议的中央委员182人,候补中央委员122人。中央纪律检查委员会委员、有关负责同志列席了会议。全会由中央政治局主持,中央委员会总书记江泽民同志作了重要讲话。全会集中讨论了党的建设问题,并作出了《中共中央关于加强党的建设几个重大问题的决定》。《决定》分四个部分:一、党的建设面临的形势和任务;二、坚持和健全民主集中制;三、加强和改进党的基层组织建设;四、培养和选拔德才兼备的领导干部。全会认为,《决定》是在新形势下加强党的建设的纲领性文件,必将对提高党的领导水平和执政水平,推进改革开放和社会主义现代化建设,产生重大而深远的影响。
The Fourth Plenary Session of the 14th Central Committee of the Communist Party of China was held in Beijing from September 25 to 28, 1994. 182 members of the Central Committee attended the meeting and 122 alternate members of the Central Committee. Central Commission for Discipline Inspection, the responsible comrades attended the meeting. The plenary session was presided over by the Central Political Bureau and made an important speech by Comrade Jiang Zemin, general secretary of the Central Committee. The plenum focused on the issue of party building and made the “Decision of the Central Committee of the Communist Party of China on Several Major Issues concerning Strengthening the Party’s Construction.” The Decision is divided into four parts: First, the situation and tasks the party’s building faces; second, to uphold and improve democratic centralism; third, to strengthen and improve the building of the party’s grass-roots organizations; fourthly, to cultivate and select leading cadres with integrity and integrity . The plenary session held that “decision” is a programmatic document strengthening party building in the new situation and will surely exert a profound and far-reaching impact on raising the party’s leadership level and governing level, and pushing forward the reform and opening up as well as the socialist modernization drive.
