党的十六届三中全会提出了“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”的科学发展观,十六届四中全会作出了关于加强党的执政能力建设的决定。最近,最高人民检察院贾春旺检察长在全国检察长会议上要求“加强法律监督能力建设,推动检察工作深入发展”。渎职侵权检察作为人民检察院实施法律监督的重要内容,如何以科学的发展观为指导,围绕加强法律监督能力建设,更好地在国家法制建设和民主政治建设中发挥职能作用,是一个值得深思并下大气力加以解决的重大课题。
